When the Leviathan Demands 102%

When the Leviathan Demands 102%

Human beings possess an extraordinary capacity for building complex, well-intentioned institutions that inevitably morph into absurd apparatuses of extraction. We construct states to protect our collective welfare, only to watch bureaucratic inertia transform reasonable taxation into a mathematical farce.

In early 1976, Astrid Lindgren—the beloved Swedish author of Pippi Longstocking—discovered a staggering flaw in her country's tax code. As a self-employed writer, she was required to pay both state and municipal income taxes alongside the social security fees normally covered by an employer. At the peak of her earnings, these combined rates reached an impossible 102%. For every extra krona her global success generated, the state claimed the whole coin and sent her a bill for two öre more.

Rather than issuing a dry policy critique, Lindgren wielded her sharpest tool: a satirical fairy tale published in the newspaper Expressen. She wrote of Pomperipossa, a writer in the fictional land of "Monismania," who cheerfully surrendered 83% of her income to a benevolent tax master. But when the math inverted, Pomperipossa realized that on two million kronor of income, she was left with a meager 5,000—hardly enough to buy salted herring in a kingdom bloated by administrative greed.

From an evolutionary perspective, human governance tends to expand until it encounters fierce resistance. Bureaucracies do not possess a self-correcting reflex; they are biological machines programmed to consume resources to sustain their own growth. When a system taxes an individual at over 100%, it drops its polite facade of mutual cooperation and exposes the raw reality of state overreach.

Lindgren’s story resonated because it punctured the moral superiority of a 40-year-old ruling regime. Later that year, the Social Democratic government was voted out of power for the first time in four decades. The lesson remains clear: when the state treats its most creative citizens as endless extraction wells, even the most compliant subjects will eventually point out that the rulers have turned arithmetic into madness.
