Imagine asking an artificial intelligence to summarize corporate balance sheets solely to hunt down any company having a good quarter and slap them with a random surcharge. It is not fiscal policy; it is institutionalized shaking down. Corporations already pay progressive corporation tax under established frameworks. Inventing sudden, ad-hoc levies just to plug a structural deficit sends a chilling message to the global market: if you risk your capital and succeed in Britain, the state will treat you like a criminal.

Human history is fundamentally a museum of populist regimes discovering that you cannot redistribute wealth that you have successfully frightened away. Deep in our evolutionary wiring, we possess a zero-sum tribal envy; when resources run tight, the collective instinct is to pillage the most visible producers, wrapping our predatory impulses in high-minded rhetoric about fairness and equality. We are masters of self-deception, convincing ourselves that punishing productivity is an act of supreme compassion.

The supreme irony of late-stage democratic socialism is that the politicians who promise endless redistribution always end up distributing total economic stagnation. Civilization isn't preserved by arbitrary tax raids or wishful economic engineering; it survives because wealth generation somehow finds a way to migrate away from the tax collectors. The next time a finance minister dreams up a clever new levy on successful businesses, remember the basic law of economic gravity: in the grand theater of power, if you penalize profit, you will soon inherit nothing but poverty.

人類社會總有一種無可救藥的天真,以為國家經濟是靠著道德口號在運轉,而不是冷冰冰的數學邏輯。我們總愛幻想當政府面臨財政赤字時,可以隨便發明一個叫做「暴利稅」的名目,挑選任何剛好賺錢的行業狠狠剝一層皮,然後冠冕堂皇地稱之為社會正義。直到現實冷酷地拉開國庫的布幕,露出那讓人笑不出來的底牌:政府不會靠著懲罰成功來創造繁榮,他們只會嚇跑所有的投資人,把會生金蛋的母雞宰來吃,最後還納悶為什麼經濟再也飛不起來。

看看當前左翼政府玩弄的那套粗糙經濟學就知道了。「暴利稅」這個概念本身就是民粹主義無知的高級紀念碑。任何行業都有其週期性,經歷無數虧損與低谷後,才因外部經濟環境迎來短暫的盈利。但在左翼政客眼裏,財報好看竟然成了一種原罪,只要賺錢就被打成「暴利」,隨時準備迎來突襲式的額外抽稅。試想一下,如果讓人工智慧去讀每一家公司的財報,只要盈利好就上去搶一把,這樣的政府還有半點財政信用可言嗎?企業在既有的累進稅制下已經繳了稅,這種胡亂安罪名、隨興開徵的暴利稅,說穿了不過是政客找不到錢填補大洞時的土匪行徑。公共財政若失去了穩定性,誰還願意把辛苦累積的資本砸在英國?

人類歷史本質上就是一部「民粹政權透過劫富濟貧來實現集體貧困」的黑色喜劇。我們的基因裏深深刻着資源分配不均時的嫉妒本能;當集體財政見絀時,統治階層的本能反應永遠是向最顯眼的成功者開刀,再把赤裸裸的掠奪包裝成崇高的公平正義。我們這群擅長自我安慰的動物,總愛把破壞市場機制的行為當成道德上的慈悲。

我們這個時代最深刻的諷刺,莫過於那些發誓要透過所得再分配來創造平等的天真政客,到頭來分配出去的只有全面性的蕭條與爛攤子。文明往往不是毀於缺乏願景,而是死這種「反覆證明無效、卻依然樂此不疲」的劫掠式經濟學。下次當你又聽到財政首長興高采烈地宣佈要向特定行業開徵新稅時不妨想一想:在大歷史的大戲裏,你可以搶走商人手裏的利潤,但你永遠留不住資本對一個國家的信心。
